上周被本報記者追問了幾天有關副局長應否持有外國國籍的問題。這問題有如其他許多政治問題一樣,都不是三言兩語能說得明白,索性就在這裡談一下。

在談之前,我想指出,我寫文章的時候,身份只有一個:「時事評論員」。因此,我下邊有關《基本法》的評論,當然不能完全迴避我是《基本法委員會》委員的身份。但是有如法官在庭上審案時,他才能以法官的身份發言,平時他只不過是一個法律工作者一樣,我只有在《基本法委員會》開會,或者獲授權代表它向外發言時,才是委員。同是一個人,作為法官與法律工作者的態度可有不同,所以,以下的評論,只是一個評論員的個人意見。這些意見如有什麼權威性,那只是知識的權威性,並非位置的權威性。

在開始討論之前,需要特別指出的是,根據《國籍法》對香港居民的要求,任何有中國公民資格的香港居民拿了外國國籍,只要他沒有主動脫離中國籍,仍當他是中國人,可以申請特區護照和回鄉證,只是他同時擁有其他旅遊證件而已。《基本法》對部份立法會議員和主要官員的要求是不能擁有外國居留權。所以,嚴格來說,我們要探討的問題是:副局長應否擁有外國居留權?或者,擁有外國居留權的香港居民應否被委任副局長?

因為《基本法》沒有作出有關規定,99條因此副局長如持有外國居留權,並不違反《基本法》,這已經很快成為市民的共識。有人認為這並不違反《基本法》的條文,但卻違反《基本法》的精神,持這說法的人本身就在解釋《基本法》。甚至有法律學者認為「《基本法》是一本有生命的文獻」(the Basic Law is a living document),需要根據社會的轉變而作不同的闡釋。

但是誰來做闡釋的工作?香港的主流,這同時也是從美國開始的普通法主流,認為應該由法官擔任這工作。普通法的法官,在審案的時候,通過案例,正在不停的修訂和創製法律,所以有「法官立法」(judges make laws) 之說。於一般法律層面,這是在香港已經用得太濫的「司法覆核」;在憲法的層面,便出現了「違憲審查」的問題。對於副局長應否擁有外國居留權這問題,也有一些法律界人士提議可以通過司法覆核解決。

但是《基本法》是一本全國適用的中國法律,人大常委會擁有《基本法》的最終解釋權。如港人對《基本法》的「精神」有什麼疑問,應該提請人大常委會作解釋,或者提請它修改《基本法》。如果將副局長應否擁有外國居留權這問題告到香港法院,根據《基本法》第一百五十八條,終審庭在判決之前,也需要提請人大常委會作解釋。到最後,司法覆核還是要通過人大常委會的解釋來解決,這一關是躲不了的。

上邊提到,「憲法是一本有生命的文獻」這觀點,我是不同意的。因為這違反了民主的原則。這方面,我較接近美國第二資深的最高大法官史加利亞(Judge Antonin Scalia) 這方面的看法。大家都公認,憲法層面要解決的已經不是法律問題,而是政治問題;憲法的作用是把社會中的主流道德和價值理念加以規條化(codify)。政治問題並非幾個法律精英--在香港,終審法庭還有不懂國情的洋人--從上而下所能解決的,而且更不合理。這幾個法律精英憑什麼能為大眾作政治決策?是誰授權他們這樣做?誰去監督制衡他們?政治過程(political process),尤其是從下而上的民主過程(democratic process) ,肯定是緩慢的,有時甚至是痛苦的,當然沒有司法過程(judicial process) 那麼簡單了當,更加適合港人喜歡的快餐式解決問題的方法;但這是必要的,而且是更能符合各持份者的利益,因而更能穩定持續的。硬繞過了政治過程,把決定權放在幾個精英手上,不但不合理,結果也不會理想。

對香港來說,《基本法》的穩定和持續性特別重要。港人最害怕的,就是《基本法》會朝令夕改。建制派希望不變,以顯示「一國兩制、港人治港、高度自治」的政策方針不變,鞏固來之不易的港人和國際普遍信心。反對派則害怕一旦修改,修改的肯定不止一條,而是是一籃子的修改,結果很可能對他們更加不利。因此,香港的各方政治勢力,雖然對《基本法》都各有這樣那樣的不滿,但都極力避免修改《基本法》。為了解決副局長應否擁有外國居留權,或者擴大至所有政治任命的官員應否擁有居留權這政治正確的小問題,而要修改《基本法》,這樣做是否值得?這本身又是另一個需要通過政治過程去解決的問題。這裡有值得探討和辯論的空間,但卻肯定不是個法律問題,法庭也解決不了。

談完了法律問題,談一下政治問題。政治任命嘛,顧名思義,就是一個政治的考慮;而被任命者,將會從事政治的工作。如今任命的人,在任命時沒有作足夠的政治考慮,在眾多應徵者當中,竟然任命一個政治不正確地擁有外國居留權的人當副局長。而被任命的,連這起碼的政治智慧都沒有,自己不知道這個外國居留權是個政治包袱,還在被傳媒踢爆時,竟然幻想魚與熊掌都可兼得。這場政治鬧劇,真是一塌糊塗!

政府方面,損失最少,因為並不違法,已經立於不敗之地;眼看事情一定搞不大,官員們對外可以匿名解畫,對內還可以見一事,長一智,今後在評審表上多加一列就是。至於蘇錦樑,他身為愛國愛港的民建聯副主席,而他將會被政治任命的傳聞,已經在報章上曝光了起碼也有半年的光景。這段時間,他不為自己考慮,起碼也要為民建聯着想,為今年的立法會選舉着想,但他卻一無所覺。事情鬧到今天的地步,他竟然還一點反應都沒有,民建聯被無辜地夾在中間,被逼要為他辯護解套,並且由曾鈺成兄掠陣,成了「披蓑衣救火」之局,真是害街坊!唉!這裡就坦白的告訴你吧:政治這口飯不是你那一杯茶。初戰已經露了底,你再待下去,早晚一定出事。這裡建議,蘇先生還是趕快辭職,回頭繼續當你的律師好了。

至於民建聯,這個副主席,首先需要先好好作政治教育,準備好了,才保送給政府,免砸了招牌又失票。你們的黨校確實辦晚了,以後當加倍努力,更要帶眼識人。

到最後,公民黨為了政治需要,不但「忽然愛國」,而且比誰都緊張「雙重效忠」問題,對一個事實上是高級政治見習生的職位,大搞政治正確,非得上綱上領不可。反對派這樣立場飄忽下去,支持群眾也只會越來越少而已。連這既損人,又害己的議題都樂此不疲,難道反對派議題貧乏症真的這麼嚴重?

The aftermaths of the Sichuan earthquake is now into the third week, and we can gradually come to grips the magnitude of this calamity. According to figures available till May 25, the resulting toll: thousands of schools and villages within a radius of 200 kilometers of the epicenter, an area of approximately 100,000 square kilometers were totally devastated; as many as 80,000 people dead, 350,000 injured, and 5 million displaced. Provinces neighboring Sichuan, such as Gansu and Shaanxi were also seriously affected, with a resulting economic lost estimated to be around RMB130-150 billion, which is about 75% of the country’s lost due to natural disasters in the past 10 years.

After the last person recovered miraculously alive 216 hours after the first quake, the search and rescue operation gradually gave way to damage control and rehabilitation. Soldiers and earth moving equipment were quietly replaced by medical personnel and social workers and food and medical supplies. Yet the operation is still massive in scale. To provide shelters for the 5 million homeless, 260,000 tents in stock were quickly exhausted, and currently could only be replenished at the rate of 30,000 a day. Many of the 300,000 injured were transferred to hospitals in nearby cities, then to hospitals throughout the country. Just think of the logistics, it is mind-boggling. The air is now pungent with the smell of decaying corpse, and water is heavily polluted and undrinkable. Disinfection and prevention of epidemics have become the new priorities.

During the earthquake, two mountains collided and produced a lake. Two weeks after, the water head has risen to over 700 meters and rising at 2.6 meters per day even without heavy rainfall upstream. This highly unstable new formed lake holds as much as some 100 million cubic meters of water, threatening cities down the plain, including Sichuan Province capital Chengdu with a population of 11 million. The task of defusing this threat is left to the military police. They have to monitor closely the conditions of the lake while quickly erecting metal wire fencing of 20,000 cubic meters to prevent landslides, and digging away 75,000 cubic meters of rock to create a cannel to let the water gently flow through. Without access, over 130 pieces of earth moving equipment have to be airlifted by helicopters flying through thick clouds between mountains. This is only the biggest of over 400 similar lakes of different sizes and degrees of threat. They all have to be dealt with shortly.

The performance of the whole country so far can only be classified as exemplary. Many outside observers note with mixed feelings the rise of patriotism especially among its youths. The secondary school in the epicenter resumed its lessons with the National Anthem. When the national flag in Beijing’s Tiananmen Square was lowered in the evening of May 19, marking the end of the three-day mourning, tens of thousands of people gathered in squares of major cities, shouting in tears, “Cheers, China!” and “ Long Live China!”. This fever has also spread to Hong Kong, as indicated by recent polls, and the record amount of donations.

But even more important, but little noted is the rise of civic society. As soon as the news of the earthquake broke, people quickly jumped into action in this battle against time. A construction company immediately rushed its equipment to the affected area, arriving at the same time with the military. Food and supplies from donors in every province flooded the entire region to supplement those coming from the government and foreign countries. Volunteers from all over the country put down their work and came in tens of thousands, most put on T-shirts with “I Love China” in the front. They were everywhere, contributing whatever they can to relieve the situation. Some were among the people working day and night to restore communication, power and water supply. Needless to say, NGO’s of different kind were also very active. At the same time people also started to monitor the performance of officials during the operation and reported negligence and embezzlements.

The civic society in China is clearly maturing and showing its prowess. Rights come with commitment. This is a new development with very far reaching effects in China.

一語成懺!五月十二日,天真的塌下來了,一場七點八級特大地震,地動山搖,死傷以萬計!但有我們十三億人民支持着政府,也真的有能力把它扛着!

下午兩點二十八分地震,於胡錦濤馬上作出指示後,應急預案於震後半小時發動。總理溫家寶於事發後一個半鐘頭已經登機出發,四個鐘頭後已經抵達現場;這樣的反應,雖然仍是由上而下,但也真夠快的了。(1) 這是有中國特色的危機處理方式,國家總理現場決策和協調,確實效率十足,事半功倍。短短時間,十萬計部隊和武警就已經在現場工作。「解放軍要多少兵力就支持多少兵力!」整個大規模應急系統有條不紊的起動,在反應速度、協調效率、動員能力、信息披露、援助到位等各個方面,都該打高分。我敢說,這是世界一流的表現。

古語有云:「多難興邦」。記得胡溫於二零零二年初上台不久,便碰上了沙示(非典) 疫情,憑政府適當應付,贏了這一場仗,也贏得了人心。有人說,過去這半年,中國有如經歷了通常十年的內憂外患,在在考驗中共和本屆胡溫政府的執政能力,也激起了海內外華人的團結和鬥志。

如今中國遇上了傷亡萬計的特大地震災難,不但再進一步加強國人的內部凝聚力;海峽對岸的台灣,不分黨派都給予援手,兩岸之間的距離,即時拉近了。世界各國元首,也紛紛致意和提供金錢和實物的捐助。兩岸建立善意和改善國際關係,都突然之間出現了很大的空間,戾氣已轉化為祥和,京奧極有可能在雨過天清之後,在良好氣氛之下得以順利成功舉行。已經發生的不幸和損失已經造成,但卻意外換來這一般情況之下難以企及的收獲;不幸當中竟然還有此大幸,國運昌隆,又一實證!

際此難得的機遇,在內外政治形勢好景還未消失之前,我們的領導人需要充份把握,把壞事盡量變好,爭取最好的成果和效益,這才不枉不幸和損失。

我們先看看較為簡單的兩岸和國際關係。現在北京已經落落大方地接受各方的好意和支援,這一態度本身已經是一種善意的回應。往後的幾個月將是個蜜月期,誰也不會有意跟中國鬧過不去,京奧的成功已經得到必要的保證。

過去一段時期得罪過中國的,管他是達賴還是德國總理,還是那個聲稱要趕中國學生出境的南韓總統李明博,只要曾經表示過關心這回地震的,我們都再一次誠意邀請他們出席京奧開幕式和閉幕式,以作回禮。胡錦濤訪日本期間,日皇四日三次登門造訪,十分熱乎,這一行動顯示日皇迫切渴望日中友好,對日本官民發出的親善信息非同小可,我們回敬他一丈,就把他一家人都請過來作客,趁機就把中日關係未來友好發展的軌跡定調,好一段時間誰也不敢改變。至於台灣,這回不單是國民黨、民進黨,連台聯我們都發請帖,擔保全都會來湊熱鬧。當人人都登了陸之後,馬英九作為「最後一個台灣人」就容易做人了。至於包機事宜,看在馬英九第一時間到紅十字會捐款所表達的誠意,就成全他好了。甚至那最可惡的CNN,它既道歉和改變報導中國詩聞的態度,我們就大方的不與它計較。如果我們抱這一態度辦喜事,京奧成功的足夠條件也就具備了。只要再抓緊保安,京奧一定會十分成功。盛事順利結束之後,整個和平發展的外部環境只會更進一步輕鬆,讓我們能專注搞好內部。

內部問題較複雜了一些,主要是因為今年經濟和社會都較緊張。但是在內憂外患的面前,現在舉國都團結在政府的周圍,政府要幹什麼事情,都會前所未有的得心應手。因此,政府要乘機對一些關鍵問題,下決心大力攻堅。

第一個需要下總攻擊令的,是反貪。「十七大」三令五申,不准跑官、買官,不准「帶病上崗」,但是下邊的情況依舊,尤以地方官場更加普遍。投了可觀資金買來官位的,就一定要以買來的權力賺取更加可觀的利潤,那能不貪污處處?再早一些,國務院下令擁有地方小煤礦股份的官員自首不究,反應冷淡,搞不下去,不了了之。而另一方面,今天搞反貪,不論國際條約、政策法規、執行機構等,全都已經到位,加上貪污弄到天怒人怨,民氣可用。如今有此大好時機,不來一場「廉政風暴」,更待何時?要認真反貪,毋須搞複雜的申報制度,掩耳盜鈴。只須修改法例,採取香港的做法,公務員的財產與收入不相稱,便有罪嫌,官員自己要證明清白,此舉實踐證明簡單而有效。只要反貪成功,民怨起碼會減一半,政府威信大增,社會平穩和諧,其他矛盾便較好解決。

第二個需要攻關的,是貫徹大部委改革。大部委制是正確的改革方向,大大提高政府的協調解決問題的能力,因而提高效率。只是去年年底吹了一回,吊高了人民的期望,卻於兩會期間雷聲大,雨點小的收場。以前還笑政府「政令不出新華門」,如今卻中央部委的本位利益都不敢開刀,連新華門都摸不着,本屆政府威信何在?第二號接班人李克強的威信何在?這回人民給了領導人上方寶劍,誰敢不從,摘下烏紗,貶為庶人就是。要證明共產黨有執政能力,就是要建立一個廉潔而有效率的政府;能於年底完成了大部委的佈局,必將大震領導威信,大增政府效率。

第三個要徹底解決的,是真正落實科學發展觀的範式轉移和「十一五」的內容。具體來說,這主要有兩個方面:一是啟動內需和致力自主創新。這方面,在外圍經濟環境急速惡化之下,我們即使是被迫,也不能不朝這方向走。現在我們不妨積極主動、加速和有系統的做,效果更好。二是環保。各省市已經連續兩年節能減排不達標,中央不能再容忍,有需要繼續,並且加強「環保風暴」。這兩方面做好,科學發展觀這新的範式就確立了,一系列具體的政績就會出來。不然的話,拖拖拉拉,一屆政府很快就過,胡溫十年,就此結束。像我那麼本來有一定期望的老百姓,情何以堪?

二零零八年這一年,一定佔了未來史藉中一個頗為重要的位置。這一年,大危形成了大機。在這關鍵的轉折點上,我們每一個小小老百姓,不自覺地都在創造着歷史。過去五個月,我們險勝了第一回合,同時更出現了另外一次更大的機遇。下一回合,我們跑龍套的暫時靠邊站,讓胡溫這些大老倌出場;這場戲是否演出成功,往下要看他們的功架,能否做出上述三個大動作了。不用擔心,天塌下來,老百姓們一定還會繼續起勁搖旗吶喊,與他們一起扛。


(1) 有人認為我國公開發佈比美國慢了十八分鐘。這是沒有自動駕駛系統,全靠「一個腦袋」指揮的老毛病,後果可大可小。這十八分級的信息差異,在全球化的股市可能就此輸了千百億給國家炒家。不過在這次事件中卻是小節,快速處理事件是第一要務。

In the past three months, China has been hit time and again by different events that in more normal times, might take a decade to unfold. Talk about natural disasters. The country was hit by a gigantic snow storm in mid-March that completely paralyzed Southern China during pre-lunar new year peak traffic where over millions of people were stranded, some without food, water and shelter. And then a violent earthquake of 7.8 on Richter scale in Sichuan devastated thousands of towns and villages, causing several ten thousands of death. In between, there were terrorist attacks, riots, international slandering campaigns, minor outbreaks of Avian Flu and a train crash. Throughout this tormenting period, 1.3 billion Chinese citizens are solidly rallying around the government under the leadership of President Hu Jintao. Together with the support from overseas Chinese and kind hearted people around the world, we are still standing, and walking tall. Come August, you are welcome to visit Beijing and watch how we host the Olympic Games, enjoy our hospitality and see what we have installed for you.

As a Chinese, oh I have never been so proud! In fact, as a people, we have not been so proud for the past 170 years! We can now look straight into anybody’s eyes and proclaim with conviction: you and I are equals.

Some seventy years ago, we were drawn into the war against Japanese invasion, and that started our come back trail. Since then, China never lost any armed conflict, and our territorial integrity has since been secured. This is a far cry from the days when Western powers were carving up our country, and we seemed completely vulnerable. Look at us now, our PLA soldiers have dazzled the world by effectively engaging in two gigantic rescue missions in three months, and successfully assembling the largest airlift in human history in a matter of not days, but hours. No other country can do that, and you can ask the Katrina victims.

This is a formidable force. The sign is out there, loud and clear: You cannot kick China around anymore. Our fighting units might not be technologically the most advanced and we are peace loving people, but should any country want to pick on China militarily, it would have to think twice. Separatist movements, terrorist groups, they do not even have to think.

The most spectacular aspect of China’s re-emergence has been its economic performance, especially in the past 30 years. A large and predominantly agricultural economy can manage near double-digit growth is unprecedented in history, and doing so year after year for three decades in a roll without any sign of deceleration proves that this is not sheer luck. Hundred millions of our people have been uplifted from the poverty line into more dignified lives. This dramatic turnaround is achieved in a somewhat hostile international environment and a technological embargo which is still being enforced today. China must have been doing something right, which has now enabled us to adequately dealt with the aftermaths of current natural disasters. We shall therefore carry on with our reform and opening up policy, and shall endeavour to play our part as a responsible member of the international community. On the other hand, it is now plain that China’s peaceful development does not depend on anybody’s goodwill, and anybody’s guidance, it never did.

Notice is now served: we will be back. Nobody can stop us. China is determined to return, and to reclaim its rightful share of the world, come snow or earthquake.

Nobody can even poke China on modern values and human rights anymore. With leading Western media demonstrating to us what press freedom really means, we now can just laugh. What hypocrisy! And all the neoliberal mumble-jumble, you can reserve them to your own use. We are demonstrating to the world how we really care about our people, and their rights to survive and to prosper. And the US, which has been lecturing China on human rights, has donated US$500,000 for the earthquake victims. Thank you very much, and we do appreciate your kindness and generosity. We are now very certain that Chinese are equally civilized, in our own way, if not more so.

聖火登陸之後,上周四登上了珠穆朗瑪峰,國際反京奧浪潮稍退。這次較量,中國險勝,所得甚大,但也付出了不少的代價。

中國的得着在以下幾個方面。首先,通過海內外華人的自發動員,在網上和網下與對手正面對峙和爭辯,中國於險峻的被動挨打劣勢中,突破了國際上西方傳媒向來壟斷的話語權,讓國際上越來越多的人民能掌握到有關西藏的事實和真相,也逼使部份媒體道歉、部份政客改變態度,讓聖火在外國的傳遞較為可觀和順暢,挽回國家在國際上的面子,為京奧順利舉行打造良好基礎。這一效果,是顯而易見的。

外邊較少人感受得到的是,「同外禦於武」的效果,一下子把國家此刻的一切內部矛盾,包括貧富懸殊、官員貪腐、物價高漲、樓股下跌、生態惡化…等等,都壓抑住,掩蓋了。上下同心,先把奧運搞好。這樣一來,政府多了起碼半年的周轉時間,可以較從容應對這些矛盾。

對外來說,對中國突襲失手,德、法、美、英、韓等國家在外交上十分被動,現在要找個下台階來參加京奧開幕式。中國也不為已甚,與達賴代表重開談判,氣氛也搞得不錯,讓它們較容易轉軚。無論如何,這幾個國家在中國面前,始終有點欠負,中國大不了是不記前仇,以直報怨。

對我來說,最高慶的是看見我們「八十後」的年青人沒有讓長輩失望,震怒中仍不失清醒,混亂中仍不缺紀律,交出靚麗的成績表。我國「回響代」是好樣的!下一棒可以放心交出去,國家民族有前途。

另一方面,通過這次自發的愛國運動,中國人以我們獨特的手法,在二十一世紀的資訊社會新時代,突破了內外重重障礙,沖破了執政共產黨和西方傳媒壟斷了的話語權,建立了強有力的中國特色公民社會,成功地捍衛了事實和尊嚴。這一突破對於我國未來發展,政府與公民社會、網絡媒體的關係等的影響之深遠,可能無法估量。這一回合,人民的恩情,應該促使共產黨對「以人為本」這概念有更深刻的理解。只有從人民的福祉出發,才會得到人民群眾的支持;而得到人民由衷支持的政府,是無所懼的。天塌下來,有十三億人一起扛。

至於代價,我可以肯定,數以萬計的海外留學生,以及更大數目的海外華人,今後的一段日子會不很好過。在一片「中國威脅論」的妖風之下,近年在西方國家,已經出現了多起查無實據,大事張揚,最後不了了之的所謂「中國間諜」事件。這次海外華人大團結,當中所體現的組織能力,已經引起了一些人士的關注。「中國威脅論」反而更有市場,海外華人很容易被當地政府看作為中國的「第五縱隊」,而加以嚴密監控,捕風捉影,輿論審判;尤其是牽涉高科技的行業,恐怕找工作都會受到障礙。對於這些事情,中國政府除了在傷害已經造成之後,循例抗議兩句之外,事實上也無法可施。這些人都有人權的,吃美國之祿的「人權觀察」有何話說?陳巧文、王千源等天真少女又會否挺身為他們說話?

如果處理得不好,西方很容易便會出現一次「新麥加錫」反共反華浪潮。過去的經驗說明,一旦這不幸的情況出現,對中國和華人固然不好,對西方國家,也絕對不利。不管外邊風高浪急,中國應該冷靜和沉着對應,「改革開放」這條正確路線千萬不能放棄;也應向全球華人放話,要不卑不亢,站穩腳步,保護自己。因此上邊提到的不記前仇,以直報怨的態度是十分重要的。

消極的看,反正除了面子之外,中國沒有什麼實質性的損失,我們犯不着「以怒興兵」,在此刻與西方國家計較。積極的看,中國與西方並非活在同一世界,人家是第一世界,我們是第三世界,根本就難有同一夢想;這只是我們自己一廂情願,發其春秋大夢而已。走自己道路的中國和平發展,難道期望西方會歡迎和協助嗎?從泱泱大國的平常心出發,西方對中國這睡醒雄獅的種種顧慮和阻撓,都是十分自然和可以理解的。這已經是我們必然要付出的最低代價了。國際關係,說到底就是利益考慮和實力較量。今天我們的民族自信回來了,我們應該繼續排除滋擾,集中力量做好應該做的事情。我們根本就不屑與他們計較,打亂了自己的步伐。

中國只須主動的,高調擺出這一不計較,堅持改革開放的高姿態,國際環境縱使不變好,最起碼難以惡化,全球華人的處境也因而不會變壞。要是我們這樣做了,環境還是惡化,才改變態度也不晚。

另一方面,經此一役,積極也好,消極也好,我們對西方世界的好意,應該再沒有任何幻想。冷戰早就結束了,八九至今已接近二十年,「巴黎統籌委員會」也解散了十四年,但是美國為首的西方國家在這六十年間從未放寬過對華科技的禁運。近幾年中美關係處於美國聲稱最好的時期,反而有收緊的趨勢,連以色列過去已經賣了給中國的無人駕駛飛行器的升級,去年也被逼取消。於此可見,中國的發展,已經越來越不能依靠引進。在繼續堅持對外開放,繼續大力引進的同時,我更需要立足於自主創新,自力更生,自強不息。

中國的前途和命運,不可能建基於人家的好意之上。中國要明白到,今天我們已經不可能再靠遷就、討好,去搏取西方的好意;只能憑建立扎實的力量,讓西方死了壓抑阻撓之心,並且贏取它們的尊敬。我們要讓西方的國家和人民都清楚的看到,雖然中國對西方世界無迫切不可替代的需求,但中國依然致力開放,對西方世界既沒有仇恨,也沒有惡意和威脅。西方世界十分現實,因而各懷鬼胎,只有在明顯感受到共同威脅的情況之下,才有可能綑綁針對中國。「改革開放」總路線繼續堅持下去,當中國越不需要依靠西方也能強大起來的時候,西方反而會自動放下戒備,走上門來。

丟掉幻想,放棄討好,建立自己的座標和方向,走出自己的道路。跟改革開放的前三十年比較,上一階段是改革開放,摸着石頭過河;下一階級則是改革開放,走中國應走的道路。兩者的差別,關鍵在於方向感和自信。這裡,我們得感謝這次奧運和西方的媒體和政客的無理取鬧,這清醒了我國上下的頭腦,丟掉幻想,也堅定了我們自力更生的決心。年青一代的表現也使我們對前途充滿信心。

如果說在一九四九年,中國向全世界宣佈,「中國人站起來了!」,那裡在近六十年之後的二零零八年,中國以行動向全世界宣示,中國已經成年了。從京奧開始,中國人將以平常之心,平視西方國家和人民,以平等的身份,作互相有利的交往。
